Sir,

I have the honour to acknowledge the receipt of your letter No. 27200/1908 of the 11th inst. in which you inform me that the Secretary of State proposes to appoint me to the post of Deputy Official Receiver in Hong Kong upon a salary of £420 rising to £540 per annum.

2. As by accepting this appointment upon the terms suggested I must incur considerable pecuniary loss, I would respectfully request that the question of the remuneration attaching to it may be reconsidered. I am aware that the subject of Cadets' salaries has recently received the careful attention of the Colonial Office, but, as there has been no former instance of a permanent appointment being offered to a Cadet drawing a sterling salary, I venture to submit an aspect of the case which, it is possible, has not been fully presented.

3. A Passed Cadet of three years' standing draws £350 a year with a house allowance equivalent, at an exchange of 2/-, to £254 a year. He is permanently employed in acting appointments and it may be assumed that during three fourths of the period of his service he is in receipt of acting pay. The least remunerative post in which a cadet acts is a third-grade appointment, and assuming that he holds such a post for a period of four years his salary during three fourths of that time is at the rate of half of £350 less £14 Widows and Orphans' Contribution plus £54 house allowance and half of £420, or at the rate of £425 a year. In the fourth year his salary is £350 less £14 plus £54, a total of £390 a year. His average salary therefore during the four years is at least £416 per annum; and if he acts as Assistant Land
